Biometric Verification of vehicles



Biometric verification system is mandatory for transferring vehicles in the capital (Islamabad) in order to avoid fraud and the use of vehicles on open letter.

Excise and Taxation Office (ETO) launched a policy for vehicle’s owners of Islamabad territory. A non-resident can, however, submit an application along with the required affidavits at ETO, Islamabad. A notification has been issued that Islamabad’s ETO is only going to register vehicles of people with an Islamabad address mentioned on their CNIC and those working in the capital city. As per policy owners using vehicles on open letters should transferred their vehicles through biometric verification to avoid any problem in future while transferring of vehicle. You can get it done at any NADARA Office.

National Database and Registration Authority office also provide facility of biometric verification. NADARA produce the receipt issued to ETO for ease of owner/buyer and then ETO will verify the receipt with the transaction ID in no time and transfer the vehicle.

ETO now only register vehicles belonging to those who have an Islamabad address on their CNIC, are working and have offices in the capital.

ETO has introduced an online registration system and residents can now apply from home. However, they have to bring their documents and vehicle for inspection to ETO, get a fee voucher and submit it in a bank.

Currently, token tax is being paid at ETO or the post office but very soon an online tax and token system will also be introduced, so that vehicle owners can pay their token tax in the bank or via mobile banking.A radio frequency identification tag will be introduced for the capital through which token tax defaulters’ vehicles will be identified on the spot by Safe City cameras. The tags will be issued when owners come to ETO to pay their token tax, transfer their cars or apply for registration.

The important documents requirement at the time of transfer of a vehicle are:

  • Biometric slip of the vehicle owner’s/Seller (Owner of the vehicle on Registration Book/smart card not the third person). This slip is valid for two months.
  • Valid CNIC of the owner/Seller of vehicle (Owner of the vehicle on Registration Book/smart card.
  • Registration Book/smart card.
  • Transfer Letter.
